The Department of Public Works and Highways (DPWH) has appointed the Joint Venture of Royal HaskoningDHV and Hydroinformatics Institute to conduct a feasibility study and prepare the detailed engineering design of the FFWS. 

The Greater Metro Manila area is exposed to regular typhoons passing over the area. The most recent event causing extreme floods that resulted in significant in loss of life and damage to property was in 2009 by Typhoon Ondoy. After this event, the Government of the Philippines with assistance from the WorldBank completed a Masterplan in 2013 defining structural and non-structural measures. One of the non-structural measure recommendations was to prepare a Flood Forecasting and Warning System (FFWS).  

Several existing warning systems are already in place for different user groups; e.g. EFCOS and the PAGASA system. The intention is to upgrade and integrate these systems into a new system that covers the river basins of the Greater Metro Manila area, and investigate the possible use of X-band radars. The river basins include, amongst others, the Pasig-Marikina River Basin and the Laguna de Bay River Basin both extending beyond the Metro Manila administrative area.
